Maybe when fireproof houses make houses burning down so rare that people forget it was ever an issue and they don't think they have to worry about their house burning down and become enticed by not having to work so hard to get a fireproof house. "New and improved" non fireproof houses might come with all kinds of great features and be much easier to acquire.
