I wopuld not consider statechains to be L2s in their current state, simply because the operators can collude to stop a user from exiting, when planned in advance. Contrary to Spark's messaging, this risk persists indefinitely today...
In that respect it has a lot of similarities to fedimint and liquid.
You can run a fedi federations. Not sure you can do something similar with spark or liquid, never loked into it tbh
