Top filter is not a good way to attribute the bounty, simply because it could be easily manipulated. Allocate the prize evaluating performances, reach, and conversion would be much fairer.

yes, I've struggled with this. I'd rather not just say "I'll pick the winner."

while I agree that Top is game-able, I'm optimistic that I'm aware of most of the techniques for achieving such (and willing to use my own zaps/downzaps to counterbalance).
