I think this is what makes something like Signal so great. It's something anyone will find easy to use and has a pretty good UX. The example about sharing photo's from a recent trip could be shared through a Signal group where you're free to save whichever images you want to your local device.
I like the idea of a more privacy focused Cloud. That might get me to at least look at it again.
I think simplex is a better example of what the article is talking about. Because you can set up a community server.

Exactly. You can't self-host Signal, also it requires a (proprietary) phone number, which you don't own.
The article fails to mention the multitude of platform providers that make self-hosting easy - such as Start 9, Casa OS, Umbrel, or Cloudron.
With these you can deploy your own simplex server, matrix instance, or nostr relay.
The UX of Simplex has improved significantly in the last 12 months, and they are now working on solving the "large group" issue.
