Both, actually, as the Clamshell opening lends itself really well to pack the backpack for travels.
I'll be making a dedicated, cushioned laptop sleeve which one can simply slap onto the Velcro loops, as I don't want anything permanently compromising useable space if said thing isn't in use.

The velcro loops are on the inside near the back panel? Might be cumbersome to get to when the bag is full.

They're covering the complete front + back panel.
A normal laptop would almost fully fill the pack, and since you either pull it out- or push it in from the top, I don't see any issues.
