This is a great question. I'm sure I don't fully realize how bad it is in the States (where I am).

At the same time, I'm not getting fined for my searches.

I don't believe any culture can "protect" itself by trying to block ideas and thoughts. Such actions lead to a cult, not a culture. Look at North Korea. 

I agree with you: any governmental attempt to prevent their citizens from communicating with people from other places is misguided. I'm very concerned about the efforts of my own government to control information, speech, and access to the internet. I'm also concerned about other governments' efforts to do such.
