Well, I'm not a systems architect or anything like that. What I humbly see is that:
If the communication between the service and the viewer is done through a regular web page, that lives on a domain and some vps ran by the service, then shutting down the service is as trivial as hunting the domain or the vps.
On the other hand, if the communication happens through nostr, to shut down the service would require to successfully knock-out all the relays where the transactions where happening. So, if there are many relays in many jurisdictions, I guess it becomes an impossible task.
Again, there are probably smarter ways to look at it than mine. Maybe some setup with Tor would suffice. But I think that nostr's feature of decentralizing communications shines here. What do you think?
