it's a hard problem, "proof of retrievability" types of protocols have only recently been implemented in filecoin for example (siacoin uses a similar protocol but relies on some trust assumptions iirc).

depends on implementation details and use-case but either way if 1 sat is all that's on the line, maybe not!
