either this is a permissionless system where anyone can run any software they want or not.
clearly, every single person who has an issue with Core v30 could run Core v29 or could run Knots.
If there is widespread support, they surely could find some developers who will be willing to put time into writing software that does what they would like it to do. If they can't find any willing developers, perhaps there are people who are willing to donate funds to hire developers to do this. If it is truly a widespread desire of node runners, then support for the kind of software they would like to run should be here.

The users can "do nothing" by not upgrading. Why is this not sufficient?

Because if the knots argument is correct- there is a risk that more csam images will be mined in Bitcoin due to this change in mempool policy.
That will be brand damage / legal risk and affects all users if more csam ends up in blocks permanently.
So that’s why it affects everyone.
And it’s up to the devs to do risk/reward analysis and prove why any changes from the status quo are required.
If they fail in that job, they will be replaced- which looks like the path we are headed towards.
