it's a bit bold yes, the main difference is that the regions don't really get to govern themselves - they have to send their money to Moscow and get it redistributed to them.
this is different from just a capital center sucking wealth.
It was like it in the soviet union too where movement was controlled and you had to have permission to be in moscow.
as a legacy throwback, Russia still has what they call 'internal passports'

Thought the same thing. Look at the greater DC area in the US. The centers of power in a state always suck wealth to themselves. The ring of power draws all men towards itself.
Not to mention that all cities have more wealth than rural areas. There are many economic reasons for this outside of any evil/state factors.
