Russia wont do it because of the leash that China has them on. Plus there is a known issue within the nuclear monitoring agencies that Russia itself does not know how many of its Nukes if they tried to fire would.... even worse if they would make it out of Russia.

Plus when you factor in the prevailing winds it would just blow this towards Russia.
