Maybe I'm thinking of TANF. I know one of the big welfare programs staggered the dates when recipients get paid.

So I know for Maryland that the cards refill the first… not sure how it works everywhere or with the different types of SNAP but Gov. Moore commented that Marylanders were sol come the 1st
