This white paper reframes conditional immunity—not as a binary shield but as a permeable topological manifold, a constrained subspace where liability appears to vanish but remains accessible through systematic "holes." Using tools from topology, riparian economics, and legal history, we analyze how immunity regimes (e.g., the PREP Act, 1975 malpractice reforms) create surfaces that are locally smooth but globally vulnerable. The framework identifies five "hole types" where the manifold thins, intersects, or ruptures, exposing pathways to liability.
