That's stupid. If there were no spam transactions (according to whatever definition you like), there very well could still be accelerators. There is nothing in Bitcoin that requires the network to relay unconfirmed transactions to miners on behalf of those who want them confirmed.

This part is correct (not 100% sure about the "if there were no spam txs" in lieu of actual censorship) because there is no relay incentive. Also, relay isn't sybil proof because that particular protection is in the PoW.
Thus, if you disagree with slipstream, run so much hashpower that MARA goes bankrupt.
