Yep and considering the isolation the country has and continues to face they dont really have a clear way to even get aid at this point. Europe snapped back the sanctions after Iran refused to engage in negotiations to allow inspectors back in. They really did this to themselves.

Russia isnt going to be able to help and China can only offer so much given the distance and well China is starting to play nicer with the West and wont want to blow it up for Iran.
