I don't think it makes sense to refer to heavily subsidized output as "efficient". There's an enormous deadweight loss as resources are taken from what would be more valuable uses and put towards politically chosen ones.
I do wonder what the implications are if this wasteful spending still results in massive capital investment which later on gives wartime production advantages

Interesting. The CCP is very patient, and doesn't mind their people suffering in the short term. Their strategy is to flood global markets with goods so cheap that no one else can compete, then they have control over supply chains. An enormous amount of leverage. War with them is not really possible beyond short skirmish, because they make the screws (and manufactured advanced technology) that holds everything together. Not to mention rare earth metals, medical supplies and drugs, and countless other items. Which was the idea, once upon a time -- peace through trade. Lift everyone up out of poverty with global free markets. Now, with China's support of Russia's war, we see starkly the peril that we've put ourselves in, and are rushing to rectify the imbalance. It can only be rushed so much though, and we have a profound lack of technical expertise in the manufacturing sector. Chinese tooling experts could probably command salaries as high as top-tier A.I. researchers right now, if they sought to defect...

China has won the trade war and USA cannot fight any war of any significance for at least a decade because it does not have the ability to make most things anymore.

Building the most competitive productive economy that makes everything cheaper than the west ever can is a problem? Only a problem for US exceptionalist Libertarians who do not understand the strategic and economic significance of dominating global supply chains.
The USA cannot fight a war of any significance for the next decade at least because it does not have independent rare earths supply chains. No amount of convoluted imperialist apologist sophistry fixes this problem.
