Nope. This is dangerous. This could easily became a walled garden and even a spy for some agencies. Will easily make Bitcoin permissioned from permissionless... Is like Spamhaus for email servers....

I understand your good intentions. Also Spamhaus had the same good intentions to fight email spammers... now they end up in being a gatekeeper.
