Can someone explain why a "swap" is performed instead of a "splice"?

I think having a market place of swap providers is great. More bitcoiners might find it pretty useful. Too bad Electrum haven't moved on socially from Bitcoin talk.

It is useful indeed. If you are a merchant and you have more income than spend, you need to "empty" those channels to have them ready for the next day.
Splicing is not useful all the time, only sometimes, when you realize that the channel you have open, is too small for your increased volume of payments.
