Actually, China can do both. The streets of Chinese cities are increasingly free of smog now that EVs are replacing internal combustion vehicles. Chinas massive deployment of nuclear power generation plus solar, wind and hydro, all on a scale never before seen is building a sustainable, low carbon emissions, low cost and efficient energy infrastructure that the crony capitalist west cannot compete with. USA is stuck in a 1950s energy paradigm, living in the past, not the future.
