Good question. I don't know too much details about those ones and their implications. It could be that they were just fooled or dragged into a game that they don't know it.
As I said before, people are forgetting the case of ANOM and how gov agencies were implicated into a "privacy project"...
For me is very clear:
when somebody is pleading guilty just to get away from a case, that is bargain that was offered in exchange of "something".
when that guilty individual offered "something" to the gov is that usually for the sake of public opinion they will serve a little punishment and in few months they are released, under silence or offered "a pardon"...
it is clear that who plead guilty is compromised
