Most of the time, a large portion of the funds ends up going back to the U.S., since the major companies in charge of rebuilding the invaded country are American. Oh in this situation the US is going to sign agreements to develop the petroleum reserves again.... remember the US developed these in the first place in the 70s till they were nationalized by the government. Even after the nationalization US companies like Chevron continued to work with the government to develop and pump the fields. Only for Chavez to screw it all up and try to do it on their own.... Venezuela has no internal petroleum development base
There isn’t a theological revolution like Iran. US investment will flood the country making it much more like a Panama if not even better than that.
