Maybe China is the sweet spot between industrial capacity, state power, and willing brutalism?
It's an interesting idea, the all-inclusive cost of something being too high, given what we've seen humanity at large is willing to do in e.g., the Congo, or the slave trade.

Then the question is who is bearing the costs and who is reaping the benefits.

I get that but there are hundreds of countries that could be doing this mining.
If China is the only government willing to do this, that suggests the costs of acquiring these resources may really be too high. Which means humanity is taking a net loss on producing these technologies, at least in the manner that they’re being produced.
