What’s the argument against activating him? Just the active roster spot?

Roster spots are pretty meaningful for the 49ers. They usually have at least 3 guys get hurt every game. They will activate him if he is going to start. It's not like he is going to play a few downs and on special teams. He is in or he isn't.
