How I would typically interpret those statements,

Free Speech = Something you "do"; an action you perform directly or via technology

Freedom of Speech = A "right" or "law"; something your society permits you to do without enforcing property seizure / violence / etc.

So I'd say SN is option #1, it's a technology I use to post regardless of if it's "legal" (#2) in my jurisdiction or not.

you are close...
free speech = you are allowed to speak, is a permission that is free, not paid, gratis.
freedom of speech = is a right that nobody can take it from you, maybe only forcibly

In this particular case SN fall for almost none of them because YOU PAY TO SPEAK and you fall for their T&C. You signed a contract.
