We've removed the concept of outlaws, one-click outlaws (the one thing that "enable moderation" in territory settings did), and wild west mode in favor of sat filters.
The sat filters let you filter by net investment: cost + zaps + boost - downzaps.
Every stacker has two sat filters (configurable in settings):
- for posts
- A stacker's post sat filter of 10 says, "don't show me or notify me of posts with a net investment less than 10."
- for comments
- A stacker's comment filter of 1 says, "if a comment has a net investment less than 1, collapse it and don't notify me about it."
Territories also have a post sat filter which specifies a threshold for a post appearing in hot or top. By default this is equal to the post cost, but can be configured to be higher. A territory sat filter of 100 says, "unless a post has a net investment of 100, don't show it in hot or top in my territory."
With these sat filters, we resumed giving stackers 5 free comments (in addition to their free bio). Free comments are below everyone's default comment sat filter of 1. By default, free comments are shown as collapsed and stackers are not notified for their replies/mentions/etc unless
- the comment is boosted or zapped to a net investment higher than their configured threshold
- their comment sat filter is 0 or lower
Free comments, like bios, do not receive sats when zapped even if the commenter has a wallet attached.
Also, sorry about the maintenance window. I did something dumb a few releases ago that causes max pain when I update certain tables. I'll change that during a future maintenance window.

For the freebies, have you thought about treating the unpaid posting/commenting fees as a debt?
Once the unpaid fee is covered by a zap, it just becomes a normal item.

I'm seeing negative numbers on comments that only received downzaps; zapping this causes the number to be replaced with the positive zap amount, rather than summed. This seems a little unintuitive, as the information of the downzaps is now lost from my perspective, although still relevant in the calculations...

I can imagine your reasoning, and am obviously much less familiar than you with the site's various common scenarios and edge cases; however, I think should at least be obvious that the number changed meaning, maybe using some CSS change that is more visually obvious than the appearance and disappearance of the minus sign.
On the contrary, I am impressed by how short the maintenance took. Probably a good time for me to put down my phone anyway

Though, having maintenance windows should be very rare and me having another one so soon after the last should be taken as a sign that I'm doing something wrong.
The concept is very dummy and little hard to be understandable what does it means by investment, post fee?
net investment is explained in the post. post fee is what you pay to post.

What about each user could set a minimum amount of sats for comments on a post is doing?
That minimum amount must be higher than what territory have as minimum.
I think I made a feature request on github about this.
Too early I think. Too many settings/options make things very complicated.
With the comment sat filter, it helps with this some. If you set it high, you won't be notified about replies and they'll be collapsed until they are higher than your filter.
I'll keep iterating on this stuff though. It's tough to know exactly how to solve these problems with sats, but every release we learn a little more.
