In my region, these waves come and go, and @kepford hit the nail on the head regarding the main reasons. The reasons why these individuals live like this are many and vary from person to person; in the times I've interacted with some of them, there's always a sad story and always a broken bond with a social anchor—be it family, a spouse, or friends—whether due to drugs, betrayal, property scams, or mental illness. As many have said here, organized individuals are better equipped to guide these people toward anchoring themselves in something that can pull them out of this situation, if that is their will.
