Just checked in with my wife as she's far more of a chocolate aficionado.
She first noticed Dubai style chocolate about a year and a half ago in Europe. She refuses to pay that price unless the reviews are otherworldly which they aren't.
She'd much rather splurge on Neuhaus.

Yeah, I did eventually try it, though not the Lindt version. I thought it was good, but not amazing. I definitely wouldn't pay the price for it.

Haven't seen any of those under my rock over here.
It's an interesting phenomenon and seems to fit the pattern of people wanting to signal access to luxury, even if it is at a lower price point than more obvious items like watches or designer handbags.
