They are setting up to license Software Developers.
Devs will get all the liability for any "societal harm" they cause. Devs will NOT get the monopoly benefits of licensure that Doctors and Lawyers get, the ability to force people to use their services.
Did your software enable Money Laundering? Well, no license for you then, and you'll be prosecuted if you publish Unlicensed Software.

No, that’s very clearly covered by the first amendment, this is FUD.

Correct! All governments are immoral because they are based in violence (we will steal from you, kidnap you, lock you up, etc. if you don't follow what we say - which puts the population UNDER DURESS) and on top of that the belief in authority is a religion because authority does not exist in nature.
