You mean "open the strait"? So if some group, say the Houthis just as a random example, are hypothetically conducting regular attacks on merchant vessels traversing the strait, how do you get them to stop? You'd rather deal with them case-by-case as individuals and let it drag on forever than cut off their funding at the roots?
We're all responsible for the government that we have. If people don't want to get bombed, they have to reform their government so that it stops provoking the US.
