Is it more than incentives? There's not a lot of incentive to treat new people well right now. And the fear of zapping a bot keeps a lot of people from even saying hello on new bios.

I think the bot issue is a large source of friction for newcomers. I know I don't engage as much with unfamiliar nyms as I used to.
