The same thing (fiat -> [bitcoin/LN as payment rail] -> fiat), roughly occurs in one step when using "Send Globally" feature from Strike:
  • USD -> Strike -> LN -> Bitnob -> local fiat to mobile money or bank acct [Nigeria, Ghana, Kenya]
  • USD -> Strike -> LN -> Pouch.ph -> local fiat to mobile money or bank acct [Philippines]
And doing the same with CoinCorner which is also branded "Send Globally":
  • GBP or EUR -> CoinCorner -> Bitnob -> local fiat to mobile money or bank acct [Nigeria, Ghana, Kenya]
  • GBP or EUR -> CoinCorner -> Pouch.ph -> local fiat to mobile money or bank acct [Philippines]

But even if it is not automatic, LN as a payment rail for remittances is phenomenal, being that it is instant, insanely cheap, and non-reversible.
I've just added OsmoWallet to the list!
Exchanges with support for Lightning Network https://cointastical.github.io/Exchanges-With-LN
