Yes is a scam. I was in contact with them years ago and I was about to pay them for that "passport". Then I had a 2nd investigation and thought about and I cancel everything with them. But yeah I was in quite advanced `phase to get one of those passports.

Does not seem to complex, fill up the form, pay and get the passport via currier or post. Or there was back then an approval process?
