Try reading Peter Hesslers excellent book- 'Other Rivers'. 
In fact all of his four books on China could inform you and might alleviate you of some of your biases and misconceptions.

 The PRC constitution is very clear and specific. The individual citizen has no right to anything that the one-party mob deems a threat. The state is in charge of healthcare, the state is in charge of education, the state is in charge of art. Private ownership of anything is only tolerated insofar as it advances a common good defined by the state.
