You can totally pay them on-chain as transaction do appear instantly even if not yet confirmed. Although for those amount, yeah, Lightning might be better. Wallet Of Satoshi is one of the easiest and allows for both Lightning and On-chain.
So you may recommend them to create another wallet on Blue Wallet and move their funds there once it's a little bigger.
