I was at a screening of this movie the other night. You will be happy to know that a US rescuer was talking about Turkiye as a model for taking care of animals.

First of all, I want to state that I am annoyed by the Arabs, Armenians, and Greeks who, after ruling them for about 400 years in peace, became hostile to the Turks at the same time due to the instigation of the British and French. Please, my friends here, don't take this as offense. I love you all.
Even worse is the fact that the world considers us Arabs simply because we are Muslim. I hope you  realize that this is not the case. 

As for the issue you mentioned, the whole world is dealing with similar problems. Qatar's is a bit more intense. The state exists for these things. If the problem is big, it should get involved and help both economically and technically. In Türkiye, all municipalities have veterinary units and animal shelters. Since the public also has an excessive amount of love for stray animals, the problems are overcome. The most important contribution comes from the municipalities.

The film is the story of a dedicated group of cat rescuers who care for the giant population of street cats in Qatar. Cats were originally brought in to control the rodent population. Their offspring were owned by temporary workers from other countries, who discard their pets when they return home.

The filmmaker was available for questions and answers after the showing. She spoke about how streaming has destroyed any chance to support herself making movies. Her first film can be streamed on Amazon and Tubi, but she sees no financial benefit from this.This time she has retained the distribution rights to this film. She mentioned the difficulty of sending international payments too. Of course I'm thinking of contacting her about bitcoin. I know there are filmmakers trying alternative bitcoin marketing, so if anyone is involved with this please reply here.
