Metropolitan Washington Airports Authority (Airports Authority), United Airlines (United) and the United States Department of Transportation (USDOT) on Wednesday announced a more than $20 billion, 10-year plan to revamp Washington Dulles International Airport in Northern Virginia.

The Airports Authority and United will partner to modernize the facility while still preserving architect Eero Saarinen's 1960s-era main terminal design.  

"This new construction effort builds upon the multiyear Dulles Master Plan, developed in consultation with our airline partners, that will modernize Washington's main international airport," Airports Authority President and CEO Jack Potter said. 

"We are grateful for the Trump administration's interest in accelerating the pace and scope of our plans, and we look forward to building new facilities that will be a source of pride for our nation," Potter said. 

The overhaul will feature more than five million square feet of new construction or renovation of existing space and will include:

• Improved airport entries with close-in parking facilities, modern check-in areas and more efficient security;
• New and modernized concourses that can accommodate more and larger aircraft (including replacement of the current C/D Concourse); 
• Additional gates with more space, comfortable seating and dedicated work areas;
• ‘New AeroTrain connections and a central walking tunnel that will allow travelers to better move between the terminal, concourses and gates`;
• A walkable path to a new, large U.S. Customs facility and other international improvements geared toward the international traveler experience;  
• Improved baggage handling systems; and 
• More concessions and airport lounge space, including more United Club space and one of the largest United Polaris lounges in the world. 

The project will be carried out in phases over the length of the plan, and Dulles will keep operating throughout construction. United and the Airports Authority said they will work together on the development and execution of the project. 

The Airports Authority, working with the airlines serving Dulles, will finance a significant portion of the project through municipal bonds, which offer lower interest rates than private-sector bonds. 

United said the plan is rooted in a December 2025 USDOT request for information that resulted in 30 proposals in response. 

"Washington Dulles is the gateway that connects the nation's capital to the world, and this transformation builds on United's long-term investment in our hub to deliver the world-class airport experience our employees, customers and millions of travelers deserve," said United CEO Scott Kirby. 

"We thank the Trump administration and the Department of Transportation for their support as we move this transformative project forward and make Dulles a showcase for the nation's capital, setting a new standard for airports across the country," Kirby said.
