I'm on board with this. The moral condition of a people probably matters more for their prosperity and societal wellbeing than the political or economic system.
That being said, I think systems itself can affect morals. For example, a system that rewards corruption will train people to become more corrupt. So moral condition is not a totally exogenous phenomenon.
