Both of my parents are venezuelans. My dad he never took the habit or learned how to save or invest. He is as your father, the mindset of spend it right away, for him it was no value on saving money for the future because of the hyperinflation.....Now he live in another country, with a strong (er) currency but changing this habit is almost imposible for him.
My mom (they got divorce more than 30 years ago), still live in Venezuela, living and earning in USD. She is doing well better than my dad, she has the invest and frugal mindset.
When we were kids, they gave us some money every now and then, it was not a fixed amount, just depending on what we need and what they had...
