OK pretty cool. I did it. Here was process of testing:

I downloaded and verified Tails with my internet connected windows machine.
Used Rufus to flash tails onto my USB
Plugged the USB into an airgapped BeeLink and booted tails
I created a wallet in the built-in electrum native to tails
exported the zpub to blue-wallet as a watch only via QR.
Then I sent over 10k sats.
I deleted the wallet in tails and recovered it successfully
Then I created a PSBT with my phone and saved it to a micro SD chip.
plugged the micro-SD chip into a laptop and transferred the file onto a separate USB
plugged that separate USB into the airgapped PC while tails was up and running.
signed the transaction in electrum and saved it to the separate USB
plugged it back into the laptop and broadcasted the transaction with sparrow

And I'm realizing now that I could have streamlined this process by simply generating a QR code of the signed transaction in electrum and scanning/broadcasting it with blue wallet.
