the "taking action" part:
1 is basically a sleigh of hand, moving treasury bonds from one book to another where it no longer counts as an investment and thus allows tge bank to no longer list the market price, but the purchase price. This magically increases their book value by 50-80% and is actively encouraged by the FED.
2 is meh.
3 sounds ominous though. "Retaining more tangible capital" ... i e., taking steps to prevent the loss of tangible capital. In other words: close the gates. This can be anything from making it more difficult to withdraw to making it impossible...
