Most likely up. When creating channels, you want at least one good connected channel. This will allow for fewer failures for transactions. Somebody with limited funds or just starting may just pick the biggest connected channel they can find.
In addition, WOS is simple to use for small payments thus, a person can have a direct channel to their WOS wallet too.
