I wouldn't bother responding to that IQ reply at all. It says more about the poster's IQ than anything else. SN allows you to flag a reply. That's what I did.
I replied because I actually think this is an interesting topic, which is not to say I expect this poster to have anything interesting to say about it.
Whether it's due to environment, genetics, migration, or some other factors, low average IQ is an issue for African societies.

Do you have a source for your claims that low IQ is an issue for African countries?

Here's a map of IQ by country and here's a paper on the link between IQ and productivity. The main paper that directly looks at average IQ and national prosperity is very controversial and deeply flawed in many ways. The Mises Institute ran a good critique on it.
Racial disparities in intelligence are the most uncomfortable topic in a labor economics PhD program. Everyone would prefer to see the opposite of the results that keep coming in. As an individualist, I don't really care about differences in population level averages, but I get that it's very triggering for many people.

Yep. People who don’t know the research have been gaslighted by media lies about IQ and race. The fact is that the numbers for most racial differences have been roughly consistent for a very long time.
The main problems with the global IQ map numbers come from the small sample size in some African countries. But we have large consistent samples from some African countries, and of course, long-running results for American blacks.
Steve Sailer is a good source for people interested in following recent results. For example, there was a recent paper that came out proving the link between genetics and racial IQ gaps based on analysis of mixed-race IQ.
