Indeed a lucky guess! I thought it might be a playfair cipher, or one of Carroll's after I read your other post on SN. I tried some sites that encrypt/decrypt ciphers and had no luck.
I guessed it because it didn't seem like double letters in the hidden message translated to double letters in the encryption. Was it a mixed alphabet cipher? Or Alice cipher? Or are they the same thing?
And maybe you reached a 404 error on SN and got lost in a maze? Is that why it belongs here?

I really like your 404 idea - It's almost as good as the real reason. As the deadline was approaching ( and I felt that no-one would get it) - especially the second part. I decided to write out the whole shebang about L.C. being a cryptographer. That seemed avgood enough reason for the puzzle to be on SN!
The chancellor thing really was an accidental find. I stumbled upon it when I read about his ciphers - and I felt it was far too good not to include...
