Most people talk1 about2 Paraguay3 and many people come here because...well, low taxes, good food, the meat is outstanding4, it's a country between Argentina and Brazil but most of it: it's a good place to come. I have two friends who started few weeks ago their startup for expats who are looking to come to Paraguay and have a good experience.
If you're considering it, hit'em up, you gonna like it: Wherever Country

Haven't been but it's high on the list! Really need to check out Paraguay. Any particular areas you'd recommend with a higher concentration of bitcoiners?

Three places: Asunción, Ciudad del Este and Encarnacion and depending what you like. Ciudad del Este is for shopping (astounding prices, almost 50% off for non-paraguayans all day long) and Encarnacion to rest, next to Argentina. Check with the site, they'll help you to make a tour around Paraguay.

What are the best providers for BTC to PYG there? Are there many niche exchanges?

Providers such as businesses, not so much, there are few but not quite popular.
What we have (lots of) is P2P, contact with one and make your trade, mostly with cash and through phones deposits (Giros Tigo for example). Banks are very reacious to take any participation in the bitcoin and/or crypto industry.
