I think your question would apply to Liana, which is wallet software. Right now the Bitcoin protocol has the ability to put a timelock on funds when you deposit them, but you can't put a timelock on funds based on when you try to withdraw.
I have seen a proposal for how to do this without a softfork, but I can't say I've quite understood it just yet (I haven't put the time into understanding it that I need to): https://lists.linuxfoundation.org/pipermail/bitcoin-dev/2023-January/021365.html
Do you mean a timelock for a multisig to expire? That's what Blockstream Jade does. But what would be cool is a timelock where you can't withdraw the coins or access the wallet (maybe with a passphrase) until a set time.
