It's a public service in the category of "idiot taxes".

Is it? These people should be classed as victims of fraud. Many are desperate, will take out additional high interest loans to chase or make good their losses. So maybe ‘desperation tax’ ?
But as a definition of tax it brings no benefit to society or these people by roundabout means as the revenue goes offshore… so maybe just ‘financially desperate wealth extraction’.
These companies and their unfortunate clients prop up a corrupt financial system. You maybe able to spot the signs of a con but these people are blindsided in their financial despair so ‘idiot tax’ seems incorrect and unfair. Maybe I’m biased, my friend took their own life over losses.
