My second idea was with that case in mind.
Hundred or even a thousand of subs are fine, but there must be some kind of deduplication system or we'll be flooded with duplicated subs after a while.
Some kind of approval / ranking system should be in place for it to work, be it by votes, comments, zaps or whatever, maybe including a report system if they are entirely user generated. I get your point but wouldn't my 8-12 fixed subs

Limitation leads to creativity, even with which sub to pick.

No limit please. Just charge appropriately for use, and let users decide how much they want to use/create/contribute.
