My second idea was with that case in mind.

Hundred or even a thousand of subs are fine, but there must be some kind of deduplication system or we'll be flooded with duplicated subs after a while.

Some kind of approval / ranking system should be in place for it to work, be it by votes, comments, zaps or whatever, maybe including a report system if they are entirely user generated.

No limit please. Just charge appropriately for use, and let users decide how much they want to use/create/contribute.

I don't know enough about how the costs work, but I would imagine some sort of usage fee.
