Because there are tradeoffs to each use case. Mixing use cases has costs. For example, ordinals drive up BTC fees, pricing out smaller utxo's. Separating them can allow optimization of each use case.

Ok. We've already Liquid. I don't seen no one sense put more things on-chain on Bitcoin.

Liquid is not optimized for the use case of storing data. It is optimized for moving large amounts with confidentiality of amounts, as well as, for other features not available in BTC. The use case of immutable data storage has different considerations.
