The concept of Liquid Lightning involves leveraging the Liquid side-chain to build a second Lightning Network. This network would benefit from Liquid's unique properties, like faster block times and enhanced privacy options. This not just a dream, Blockstream launched experimental support for Lightning on Liquid in 2019 already.
There is a very important concept here, as long as lightning is the standard and the wallets from different lightning networks can pay each other, it won't matter which technology the wallet is using internally. It could use liquid lightning now, and swich to a fedimint later or back to bitcoin lightning if a solution for onboarding is found.
It abstracts away the need for the end user to worry about these things.

Yes, ideally all these layers work together and it won't matter what you're using as long as it's bitcoin satoshis. The wallet can even choose automatically the most appropriate method of payment based on a universal QR code that presents all the available options and hints for submarine swap services.
