There is essentially zero reason why government should ask you to declare assets that you own. Taxes should be on income or consumption, not passive savings. Doing otherwise is just an invasion of privacy, and economically distorting.
Not even on income. That's also an invasion of privacy, especially if income comes from abroad or from cyberspace. Income tax is a relic from the industrial era, where big businesses could be easily forced to "withhold" wages from the employees. Taxes on consumption from physical places will unfortunately still happen because it's easy to force physical businesses to pay.
